SUBJECT : PROPOSAL FOR ESTABLISHMENT OF COMMISSION STUDY AND TECHNICAL STUDIES ON CENTRAL HEATING AND BIOMASS TO THE TOWN OF VILLAFRANCA P. TE

Following the interview with her took place in August last the full reiterate our willingness to give course to the institution Special Commission on the technical Centrale a Biomasse (già deliberata dal Consiglio Comunale in data 12/07/2007), per la quale avevamo già manifestato la nostra piena disponibilità con lettera inviataVi in data 11/07/2007, prot. 8931 alla condizione che i membri della Commissione, in particolare gli esperti tecnici nelle varie materie pertinenti vengano scelti in modo condiviso dalle parti ed invitati a partecipare senza posizioni preconcette e che la stessa persegua le seguenti finalità:
- analizzare le attuali possibilità tecnologiche (M.T.D.) offerte per la produzione dell’energia elettrica e termica a partire da biomasse, con particolare riguardo alle implicazioni ambientali e sulla salute;
- verificare quali fonti di energia da biomassa are more environmentally villafranchese and agricultural activities, agro-food and livestock in our area site

Since the resolution of the Civil Law 26 of 31.5.2007, enclosing the Convention, is already expressed a favorable opinion on ITER procedural approval of a project to produce electricity by burning biomass, it is considered that this claim should be to undermine the objectives pursued by the Commission or to defining the best possible technologies for producing energy from biomass in our country (including those not involving the burning of biomass).
Therefore, in order to enable the Commission to reach this objective is to ask the municipality, together with the appointment of the Commission, with deliberative act of the City Council, suspend Resolution No. 26/2007 and then propose a new resolution of change in the agreement signed with the firm COMAT agreed between the parties, which maintains the same guarantees and economic benefits for the city, specifically to prevent future use of the Station by converting waste to energy plant and which allows the variation of the type of system according to the instructions of the Commission in question. This resolution should also tie the Mayor to support Services Conference in the opinion of the said Commission.
